In terms of international logistics and with the exception of goods in transit and / or transhipment, each consignment of goods entering or leaving Cameroon is electronically captured by the Electronic Cargo Tracking Note (ECTN).

 

It is a document that allows shippers to anticipate customs clearance procedures for both imports and exports.

 

The process of issuing the ECTN is now ISO 9001: 2015 certified.

Operations Service is responsible for issuing online export, import and regularisation ECTN .The service comprises several desks, each of which has a specific role in the process as follows:

 Reception desk: This desk receives shippers and processes application files for the establishment of regularisation ECTNs and prints all types of ECTNs.

 Regularisation Bureau: This office establishes regularisation ECTNs upon receiving shippers' files.

Validation Bureau: This office validates online ECTNs established by CNSC port agents and partners with accounts.

Bureau in charge of Shipper's cyber: This office provides assistance to and validates files of shippers wishing to get their export ECTN established using CNSC's computers connected on the Internet.

Authentication Bureau: This office verifies the authenticity of ECTNs used by shippers during their customs clearance procedure.

The Process of Obtaining ECTN Explained

IMPORT ECTN

STEP 1: CONTACTING CNSC PORT AGENTS THE WORLD OVER AND FORWARDING REQUIRED DOCUMENTATION

The service provider or shipper contacts and forwards the required documentation (bill of lading, commercial invoice, freight invoice and reference of e-FORCE form) to a CNSC port Agent of their geographical area of operation who sends to them the amount payable by bank transfer.

 

STEP 2: ESTABLISHMENT OF ECTN BY CNSC PORT AGENT

The CNSC agent creates ECTN in the CNSC computer system and submits it for validation on the basis of attachments.

 

STEP 3: ECTN forwarding and authentication

The Port Agent downloads the validated ECTN in PDF format and sends it to their client who has it authenticated by the CNSC at the port of disembarkation.

STEP 1 : CREATING & ACTIVATING AN ACCOUNT

The shipper creates their account on the CNSC site which is then activated by the CNSC

STEP 2: CREATING AN ECTN

From his account, the shipper fills in the form on the basis of the export declaration and submits it for validation

STEP 3 : PAYING FOR ECTN

The shipper pays for ECTN at CNSC's cash desk and the ECTN is available.

STEP 1: VERIFICATION DES DOCUMENTS

The shipper sublmits their documentation (BL, commercial invoice, GUCE Tracking e-force form or DI and ID) for verification at the CNSC reception desk.

STEP 2: FILLING ECTN FORM

After scanning the documents, the ECTN form completed by the CNSC Port Agent.

STEP 3: PAYMENT AT THE CASH DESK

The shipper pays the cost of ECTN issuance at the CNSC cash desk and the ECTN is made available.

STEP 4 : AUTHENTICATING THE  ECTN

The ECTN is authenticated by the CNSC Port Agent.

As part of its missions to provide assistance to shippers and collect statistical data regarding air freight, the CNSC will launch its activities in Cameroon airports from Monday, 4 June 2018. The ECTN will be thus required for all goods entering or leaving Cameroon through the Douala and Yaounde Nsimalen airports. The Airfreight ECTN shall be issued for all import and export Air Waybills (AWB) at aforesaid airports.

As part of its missions to provide assistance to shippers and collect statistical data at Cameroon land borders, the CNSC launched its activities in Kye-ossi at the Cameroon-Gabon and Cameroon-Equatorial Guinea border on Thursday, 1 March, 2018. The ECTN is issued based on the mode of packaging for all imports and exports.

As part of its missions to provide assistance to shippers and to collect statistical data at the level of small ports, CNSC launched its activities at the BOSCAM Quay (Youpwe) and in the ports of South-West Region, particularly Tiko, Idenau and Bota. The ECTN is issued based on the mode of packing for all imports and exports.
